, Amsterdam, Oct; 24. Berlin advices state that . Dr. Michaelis and the Kaiser had a two hours* conference. Dr. Michaelis placed 'his portfolio in the Kaiser's hands.

There is an exciting straggle over Prince Bulow's candidature for the Chancellorship. The Socialists strongly oppose him. The "Vorwaerts" and other Socialist papers declare- that Buk>w absolutely failed as a statesman, and that he was responsible for the situation which precipitated the war. A Berlin message states that Dr. Helfferich has been relieved of the post of Minister of the Interior, and that the Under-Secretary, Schwander, has been appointed Secretary of State of ■ a new Imperial Department of Econo- ! mics, created to deal with social, ' economic, and practical questions, formerly handled by the Ministry of the Interior.
