(Received Oct. 24, 8 p.m.) I London, Oct. 23. ' The "Manchester Guardian's" Paris correspondent states in connection with, the Cabinet crisis that M. Briand disclosed the fact that he was the socalled important political personage who received" a. peace proposal while staying in Switzerland" in September. Prince Bx;low sent to him a messenger suggesting peace, and offering to restore Alsace-Lorraine to France and Trieste to Italy, but demanding compensation at Russia's expense. This announcement explains the Anglo-Fronch assurances to Russia in September against such a peace.
