GERMANY'S MASTER SPY.
ARREST. AT SAN FRANCISCO

San Francisco, Oct. 3. Conschirmah, a chemist, described as tie German master spy, has been arrested. It is stated that he organised plans to place bombs on ships, and attempted to bribe an officer of the Dutch warship Zealand to carry messages to German consuls in Holland.
