The ''Providence Journal" says tout Germany will strike at the United States through Mexico. It declares that it has information that Count Bernstorff smuggled 300 officers, some formerly aboard interned liners, to Mexico City, and that a filibustering party shipped large quantities of arms and ammunition from New York.
The United Press' Berlin correspondent states that & 6pecial train will probably leave Berlin to-morrow for Berne, carrying Mr Gerard and his staff, the consuls and other Americans.
The first American vessels bound to Europe since the new submarine zone was proclaimed started Jbo-day. They are the oil tanker Goldshell for Rouen and the freighter Orleans for Bordeaux.
