Rome, Dec. 21. A.Vatican official who has-.returned from- Vienna states that the Teutonic proposals were not spontaneous, but were the result of menacing popular pressure. -The Emperor Charles threatened to conclude a separate peace in the evenb of Germany refusing to move, and Bulgaria- and. Turkey made a similar threat if Germany remained bellicose.
The violent discussion at the Vienna conference angered the Kaiser, who therefore refrained from attending the Emperor Francis Joseph's funeral.
