President Wilson's Note proposing a conference and the formulation of peace, terms by the belligerents has caused a deep sensation. British opinion considers it explicable only as a pro-German manoeuvre, though this is disclaimed by the President and Mr Lansing. Germans in America are highly elated. Germany's anxiety for a speedy peace becomes increasingly evident. Artillery duels and trench raiding continue on the Western front, and severe fighting is still prooesding in the Dobrudja Another Entente Note is to be presented to Greece, -whose attitude is still unsatisfactory. Details of the British national organisation scheme have been announced.
