Viscount Grey, replying to the American appeal that all .belligerent. Governments should arrive at an agreement for the relief of Poland, said it was the British Government's desire to settle'once and for all the whole • ■ ■• ■ . •»«► question of . the importation of foodstuffs to territory in the occupation of the enemy. It would ! therefore'-n'iake the following -final- proposal : — The Germanic Governments must reserve wholly for the civil populations of these territories the entire produce of the soil, all live stock and foodstuffs and .place the disti-ibution and

control in the hands of neutral nominees of President Wilson. The Biitish Government -will then admit imported food supplies to such territories to supplement the native stocks. This proposal, if accepted, must be carried out before tho forthcoming harvest is gathered.
