THE KAISER.
VIBRATING BETWEEN EAST AND
WEST.
SPEECHES TO THE TROOPS
ANXIOUS TO FIGHT IN THE
TRENCHES.
BUT PRECIOUS LIFE MUST NOT
BE RISKED

Berne, July 24
Messages from Berlin state that the Kaiser has made many hurried journeys eastward and westward, delivering several- speeches. On the Somme front, addressing the wounded at Pcronne, he said: "It is any earnest desire to take my place in the trenches and deal the enemy such blows as my age and strength permit, hut the inscrutable Almighty has willed otherwise. The leadership of. the country and of the forces on land and sea has been comrr.itted by Divine destiny to my care. The burdeai of thinking, deciding, and leading has been laid on me, and my life must not be risked in -the foremost line of battle, where my feelings, if ■unrestrained, would swiftly carry me. My life anust be carefully conserved for Germany's welfare in order to carry out the duties assigned to Hie by God."
Some Geranan comments on the speech savour of lese majeste.
