SOUTHERN DEMANDS CONCEDED

London, July 17. The "Morning Post's" Tientsin correspondent states that with the issue of a mandate ordering the arrest and trial ctf eight of the principal Monarchists the Pekin Government has practically conceded the Southern demands. jL'hey have revived the Nanking Constitution, re-convene^ Parliament, and attempted to form a coalition Cabinet. Nevertheless, the prospects of co-opera-tion between North and South remain unsatisfactory. Each concession, incites Southerners to fresh demands. The Northern generals are urging the President to refuse further concessions.
