Kepdying to inquiries local insurance managers were unable to-throw light op the rise in Panama and Mediterranean rates, though one hazarded the opinion that .-possibly a submarine had appeared m some fresh zone, remarking, that when a German raider was operating in the Atlantic insurance rates rose similarly, and wero lowered when the danger was removed.
