"The arrangement for the nomination of five candidates per month for Imperial commissions and six for Reii'forcewoiit commissions is* -from my point of view working obediently,' says General Godloy in a. letter to tlie iUruister of Defence with refcrone© to the scheme' for opening avenues of promotion for members of expeditionary forces. "The plan will, I am .sure, ensure a good supply of suitable men in both cr^es, and enable us to dispose of many who have good claims for promotion." I think the numWs are amply sufficient, and I am not m favour of considering further increases.
