The "Daily Chronicle's" New ; York correspondent states that the .United States Cabinet approved President Wilson's policy with: regard to the use of submarines, and that a Note will be sent to Germany reiterating America's demand for the humane and legal conduct of submarine warfare, and intimating that any. further offence against American lives will be followed by the severance of diplomatic relations. The correspondent adds that this will be America's last word.
