The "Times" has an article in which it contrasts Germany's execration of our inhumanity, and her whimpers about the infamy of our blockade with Bismarck's policy of starving Paris in 1871, and reproduces instances of Bismarck's Prussian witticisms over the bufferings of babies in Paris.
