VALUELESS GERMAN PROMISES.
New York, April 13. The State Department is considering action in the situation arising out ;of the Sussex case, which is believed to be of some gravity. President Wilson appears convinced that Germany does not intend to keep her promises, and it is believed that action is pending in the direction of breaking off diplomatic relations.
