London, Jan. 27. The^lilitary, Service Bill was read the third time in the House of>Lords.

If any considerable section of the Labourites failed to realise that they were Englishmen first and trade unionists second, and hampered the administration of the Act, their advent to power was bound to be greatly delayed.

The Labour Conference, by 1,796,000 votes to 219,000, adopted the Leicester Conference's resolution emphatically protesting against conscription in any form as contrary to the spirit of democracy and full of danger to the liberties of the people.
