In the Hoiise of Lords, speaking on the second reading of the Military Service Bill, Lord Lansdowne said it was based on expediency rather than principle. It was recommended by a unanimous Cabinet and"an almost unanimous' House of Conimbns. There was mo nejed to apologise for this homeopathic dose of compulsion. Doubtless the weakening of the industrial army meant weakening our financial position and diminution of our power to give the Allies the assistance for. which they naturally
relied on us
