COUNT BERNSTORFF AND MR. LANSING.
GOVERNMENT'S COURSE DECIDED

Reuters New York corrfltepondent says Count Bernstorff arrived unexpectedly at Washington for a conference with Mr. Lansing. The Government has decided upon its course of action, and the crisis will apparently be'reached to-day.
'It is believed that Germany's refusal of compensation is the key of the situation. Count Bernßtorff denies saying in an interview that it was inevitable that relations would be broken off, but some officials believe the interview was published by Bernstorff or his friends in order to bluff the Government.
