REPLY TO THE GERMAN NOTE
SITUATION VERY SERIOUS

Cabinet* considered the reply to the German Note, and decided to reaffirm the principles 'outlined in. the earlier Notes, taking the view that Germany has not answered the question regarding her violation of international law. The reply will be rJraffed when the facts relating to the Orduna are available
Cabinet regards the situation as very serious.
The Note is drastically phrased, and a strong effort will be madie to termiaate the controversy.
