The Emperor JFrands Joseph presided at a joint meeting of the Austro-Hun-garian Cabinets at Schoenbrtmn which deliberated whether to send Roumania an ultimatum or a declaration of war.

The Kaiser still clesires to pacify Roumania by offering her compensation at Austria's expense.
