"We are "sending more men, and we want them not merely to win victory for us, but ,\ve want them to return and rejoice with us in the victory which their .valour has captured. South Wales might adopt" Yorkshire's plan of establishing two or three, national shell factories in each area, requisitioning the machinery for them from other workshops in the district; or •Lancashire's plan of utilising the existing workshops with additional lnachinory, each shop producing all the shells ifc can. Alternatively bamt methods might be combined in central national arsenals being created with machinery either taken voluntarily or under the ©efence of the Realm Act fi-cm other works, while private shops-' undertook the production of complete shells-or incomplete shells for completion in the national arsenals. He favoured the latter plan. Everybody must contribute ;J;o this undertaking. Ho promised that no manufacturer who took up t.hellraaking should suffer by competition with unpatriotic rivals who did no shellmaking. "I am asking you -to plant the flag on your workshops and convert your lathes raid machinery into battalions .which will drive the foo from the lands which have been tortured, trampled, and disgraced and where liberty must again be enthroned," concluded the Minister.
