GERMANY RELYING ON AN OLD TREATY.

Germany's reply to the American Note regarding the sinking of the William P. Frye declares that the Prussian-American Treaty of 1799 esfcpressly reserves the right to stop the | carrying of contraband. It follows I that if this cannot be effected in any I other way. it must be effected by the 'destruction of the ship. The Prize Ckrart is only necessary to fix the compensation, and the owners of the William P. Frye shotild enter a claim.
