, The United States has despatched a friendly Note to Britain and' France declaring that it is unable to admit the right of the Allies to place an embargo upon all commercial intercourse between Germany and neutral countries. The Note contends that if this is admitted it is equivalent to an attitude of American non-neutrality towards Britain's and France's enemies.
