CONSCRIPTION GROWING IN
FAVOUR

The British recruiting campaign has reopened, and is likely to assume considerable proportions. Everyone recognises that enormous casualties are inevitable in the spring campaign, and that fresh men must be found to fill the gaps. Many Liberals favour conscription, and it is believed that others will yield if it becomes necessary.
The "Daily Mail" declares that there is only one means of filling the grievous gaps, viz., by a steady flow of reinforcements secured by compulsory service, which would be fairer to the individual than voluntary service, as it prevents shirking. It is democratic in that it treats all alike.
