VIGOROUS PROTEST FROM
AMERICA

Washington, March 17. President Wilson announces that an immediate and vigorous protest will be made against the British decision to place au embargo on German trade.
The State Department does not conceal its keen disappointment at the failure of the efforts to secure a modus vivendi between Great Britain and Germany on the basis of Germany's offer to give up submarine warfare against merchantmen.
The futility of further protect is admitted unless retaliation is threatened.
