A complete blockade of Germany is gazetted. The "Gazette" notifies that no merchantman sailing after March Ist will be allowed to proceed to any German port. Such vessels, unless receiving a pass enabling them to proceed to a neutral port, must discharge in a British port, and will be placed in the custody of the Prize Court. All goods not contraband, if not requisitioned by the Government, will be restored to the rightful owners. Vessels leaving German ports will be similarly treated. The cargo will be sold, or detained, and dealt with after the 'war. The Crown reserves the right to release neutrals' property.
