POWDER DRY AND COUNTRY WET

The President of the Second Chamber summed up the policy of the Netherlands as follows:—"Let us keep our powder dry and our country wet. It is a period of great anxiety, and Dutchmen should of necessity arise determined to defend their freedom by force or arms and inundation."
