With ; a view, to raising re-venue to meet the impending increase of • the peace effectiveness by 460,000 men; the Government is studying a proposed State monopoly of oil wells, and naptha works. It is understood that all parties in the Duma except the Socialists. have agreed to the necessity for an army and navy commensurate with the population and territory.
