THE BAGHDAD RAILWAY.

Constantinople, Feb. 9,

The decree which sanctioned the Anglo-Turkish agreement has been initialled by Sir Edward Grey and Hakki Bey in London. It is believed that it refers to the Baghdad railway foreshadowed by Sir Edward Grey's speech in May last.

Sir Edward Grey, speaking during the debate on the Foreign Office vote in the House of Commons, said that an agreement was to be entered into with Turkey whereby tlie Baghdad railway would not proceed beyond Basra without Great Britain's consent. Germany was not a- party to the- agreement, but it was essential that Germany should be satisfied that nothing therein conflicted, with her rights. The same remark regarding the British applied to Germany's Baghdad agreement with Turkey.*, Mr. Bonar Law, Leader of the Opposition, paid a tribute to Sir Edward Grey's success.in connection with the Balkan question, and approved of the Basra agreement.
