LIBERALS' BILL INTRODUCED
SECOND READING CARRIED
MR BALFOUR'S CRITICISM
(Received June 1, 5.5 p.m.) London, May 31. The House of Commons, by 204 votos to 159, read the Scottish Liberals' Home Rulo Bill the second time.
Mr J. McKinnon Wood expressed tho Government's approval of the principle of the Bill, but did not commit it to the dotails.
Mr Balfour made a vehement protest against the Bill as preluding the greatest injuries to Scotland and a legislative absurdity. It was impossible to make a federal system for fotir provinces of which England was one. It would be so lop-sided and top-heavy that it would be impossible to maintain equilibrium for any length of time.
