SENATE AND THE COUNTRY.

Tho "Telegraph" and tho "Mail," commenting on tho rejection of Mr Cordon's Bill, emphasise- tho need for tho Admiralty laying down throo warships immediately, in accordance with Mr "Winston Churchill's naval speech with reference to tbo whole of the Empire requirements. The "Chronicle" says that both Mr Borden and Sir Wilfrid Lauricr proposo that Canada shall help tho Motherland, and doubtless help will eventually bo given. Public opinion is against Mr Borden's Bill, but tho Senate clearly has not tho majority of tho electorate behind it.
