Tlie Australian contributor of the article in "Tho Times," replying to "The Times' " leader, qiiotes the safeguards under the Imperial Defence Conference memorandum in 1911 in connection with tho movements of ships beyond the Commonwealth .station.

Ho anticipates that the result of the dual control arrangement will be the stationing in the Pacific of an officer high in the Home naval service with a worthy division of the Imperial Navy, and he will constantly represent the Admiralty side of tho control.
