Mr Taft is appealing to Congress to provide fluids for the Naval service, which is left destitute through tho vote imposed on the Army and Navy Appropriation Bills in consequence of the latter containing tackod-on measures.
The United States is now without funds for the Array and Navy official's, and the Government is liable to fines if it conducts the Government machinery without funds.
