The official explanation in regard to the Do well incident is that "a slight delay occurred owing to the Wimmera reaching the wharf during the luncheon hour. On the return of the boarding inspector arrangements were immediately made for Mrs Dowell to visit the Custom House, and within ten minutes the matter was fixed up and Mr Dowell informed that his wife might land. •

It was understood that a certificate covering a .month's stay was sufficient to meet Mr Dowell's wish, but if, an extension was requjred there would be no difficulty in obtaining it.

The Hon Mr Thomas considers the explanation satisfactory.
