Berlin, May 6
General Bernhardt warns the authorities of the defenceless state of the German position at Shantung. He declares that when the position in Morocco was critical, tho British fleet was awaiting London orders to attack the German settlement. The present anarchy in China makes the question urgent in view of a possible European scramble for spheres of influence. . '
