FORMATION OF THE CABINET.

Tao-yang-shai's Cabinet has been formed, Lu-cheng-siang, hitherto Minister at' St Petersburg, takes Foreign Affairs; Tuau-chigui, formerly Viceroy at Hukwang, War; Chen-chi-wei, a prominent Shanghai revolutionary, Com- . merce. The CabincJb is considered progressive but not particularly strong, and will be more popular in the South than in the North.
