(Received March 6, 11.15 p.m.) London, March G. . Mr Wyndham^ during the Army debate, expressed, dissatisfaction with Lord Haldane's scheme to secure the national safety. He said the expeditionary force iras below strength, and urged'an increase of "the home establishment of line reiiiments. General Sir Reginald Pole-Carew declared that the whole of the military needed reorganisation. The existing scheme courted disaster. Two-thmts of the money devoted to tho Territorials should be spent on the regulars.
