APPEAL FOR THE EMPEROR
(Received Nov 13, 11.10 p.m.) v Pekin, Nov 13. The reformers have seized all the strategic points in the Yangtse V alley The Imperialists continue an ineffective bombardment of \Uichang. Yuan-shi-kni, writing to Li-yuan-hung, expressed dissatisfaction with the Pekin Government, and urged Li-yuan-hung to accept a constitutional limited monarchy. He pleaded that an opportunity be given the Emperor to prove his sincerity. The position of Szechunn is jneroasinglv serious. Some missionaries wove. robbed. The whole of Shansi is now peacefully revolutionary. A hundred thousand refugees aro gathered at Tientsin, constituting a menace, l-ocd prices aro rising daily. _ ... . , General Chang lias instituted * reign of terror at Nanking. Hie Vicevov and the Tartar general are virtually prisoners. Chang declares that he'is not resisting the revolutionaries, but suppressing mutiny.
