"WINE GROWERS BLAME ANARCHISTS.

THE GROWERS DIVIDE!?. [Press Association— Copyright.] Parlu, April 14. Senators and Deputies of tne Marne department conferred with the Wine Growers' Federation. The latter then issued a manifesto attributing the worst incidents of the riots to anarchists, and also to tho incitement by a cyclist falsely representing himself as an emissary of'tno Federation . The committee's manifesto appeals to the vino dressers to await the coming of a solution of the difficulty. it is understood that the vines are considerably affected by blight, overshadowing a poor vintago for the yoar. The smaller wine growers of tho Marne have been suffering a series of bad Iwrvests. They sell their products to tho big firms enjoying a reputation for genuine champagne, hence thoy are of one mind with the latter and tho cellarmen, and are supporting the delimitation, and violently protesting against abrogation or rovision of present conditions. "The Times' " Paris correspondent states that tho Senate, under pressure from the Aube growers, declared against tho delimitation. The Chamber, on the other hand, under impulsion from tho Marno riotors, supports the Government, which is inclined to yield to tho greatest and most recent pressure. Tho seriousness of the situation lies in the fact that largo sections of the masses are convinced that the proper way to influence public opinion, Parliament, and the Government is to indulge in violent partisanship and sabotage. There is scarcely any fear of the arm of the law or of the military, and tiio mob are (confident that M. Jauros and his friends will keep the action of both within bounds. The question is how long Frenchmen will go about their daily business on these terms in the horror of increasing lawlessness, which some day may possibly exceed the present widespread horror and reaction. About 20,000 troops arc occupying the Marno. They were mobilised in 48 hours, but too lato to save tho wine growers from losses, which total £250,----000, and the authorities are onjoinec! to restore order at all costs. Several police engaged in the surveillance of anarchists have been sent to Rheims to arrest known Parisian agitators. I
