Ijc Temps" says that Sir Edward wcy, British Foreign Secretary, is richer in words than substance" and that responsible statesmen in Franco and England are indulging i v amiable platitudes. The day was coming when they would be obliged to explai.ii why so many affairs had been settled to their prejudice without being consulted at Constantinople, Potsdam, Pekin, Flushing and elsewhere. Franco and England apparently had been stricken with paralysis.
