AN ULTIMATUM DEMANDED.
(Received March 13, 11.30 p.m.) St Petersburg, March 13.
The "Novoe Vremya" declares that parleying with China is useless, a.nd an ultimatum is imperative. China maintains her former argument against the appointment of Consuls in Mongolia, and upholds the claim for the Chinese taa monopoly. Advices from Harbin state that the authorities, in pursuance of instructions from Pekin, intend to awaken a warlike spirit and rouse the population the defence of tho country.
