London, March 10. In the Declaration of London deibate in the Lords Lord Dunravcn opposed and Lorlls Re ay and Weardale favoured tho ratification of the Declaration. Lord Halsbury declared that the whole tone of the Declaration was very hostile to the greatest naval Power. Underlying it was the belief that if war were mqdo very polite, it might be banishcid altogether. _ The debate was adjourned.
