Tlie ''Observer" states that Lord Kitchener's return next week is causing a flutter in military and political dovecots, as Lord Kitchener makes it no secret that he thinks that the Malta command is unnecessary and was created only to shelve him. The paper adds that his colonial investigations have made Lord Kitchener anxious to weld the .forces of Britain and her dependencies and to conglomerate the wholo. :' wherefore he is desirous of remaining' in London at tho hoad or the Imperial Defence Committee. It is expected .-that Lord Kitchener will inform Mr Asquith that he will resign unless he is allowed to carry through his Arniy of the Em- j pire scheme.
