After a conference at White House between Mr Knox, Secretary of State, Mr Pepper- the recently appointed special American Commissioner to Canada, Mr AVi S. Fielding, Canadian Minister of Finance; and Mr Graham, Minister of Railways for Canada, Mr Knox announced that'negotiations had been concluded in a form giving assurances that a friendly understanding would be reached immediately.
