THE GOVERNMENT'S RESOLUTIONS.

OUTLINED BY THE PREMIER. LORDS. AND MONEY BILLS. QUINQUENNIAL' PARLIAMENTS. (Received March 22, 10 p.m.) London, March 22. In the House of Commons, Mr Asquith detailed- the veto resolutions. The first is to the effect that it is expedient that the House of Lords should" be disabled by law from rejecting or amending money Bills. These arc defined as Bills which the Speaker considers contain only provisions dealing with the imposition, repeal, remission, alteration or. regulation of taxation, and also charges .on the consolidated fund or the provision of money by Parliament; also supply and appropriation, control or regulation of public money; also raising or guaranteeing re-payment, of loans or matters incidental to thelse subjects. The second resolution declares" that it is expedient that the House of lords' powers respecting Bills other than money Bills be legally restricted, so that when a Bill has passed tho House of Commons in three succes.sive sessions,- and been sent to tho House of Lords at least a month before the end of tho session, and rejected i« each of three sessions, it shall become law without the Houso of Lords' consent, upon the Royal assent, provided that at least two years Shall elapse between • tho first introduction to the House of Commons and the date when it passes tho House of Common^ the third time. Bills shall be treated as rejected if they are not passed by the House of Lords without amendment, or with only amendments agreed to by both Houses. The third resolution limits the duration of Parliament to fivo years.
