SPEECH BY MR HALDANE.

(Received March 22, 0.30 a.m.) London March 21. Mr Haldane, addressing the Eighty Club, denied a rumour of his probable resignation. He said the veto must be taken first, but the Liberals would make a profound mistake if they separated the veto from reform; If the , Liberals failed to reconstitute the House of Lords upon a democratic basis, the Conservatives would do so, and then repeal the veto resolutions. The House of Lords' self reform proposals appeared to contemplate depriving tho Crown of power to create i additional peers. Until now this had ■ been ijlie House of Commons' jsup- [ remo and ultimate safeguard. Mr Haldane suggested that the sec- ! ond chamber should represent the great constituencies, in order that no one should be able to seek election unless he was a man of mark.
