THE ALBERT HALL SPEECH

DISCONTENT AMONG LIBERALS. HOUSE OF LORDS RECONSTRUCTION. STATEMENT BY MR PEASE. London, Feb 25. A candidate will be run against Colonel Seely, ex-Under-Secretary for the Colonies, at Ilkstone. Fifty Lancashire, Yorkshire and Chesii'e Liberal members of Parliament appointed a deputation to inform Ivir Asqoith of the general interpretation placed upon his Albert Hall speech. . . The "Star," in a stinging leader, advocates that any Minister insisting on mixing the Lords' veto with the reconstruction of tho House of Lords should be ejected from the Cabinet; and suggests that, the Lords' veto be taken first. "■ , Mr J. A. Pease, Chancellor of the Duchy, who is seeking re-election, speaking at Rotheram, said that the Government intended to alter the proposals for the reconstitution ot the House of Lords, This statement, coupled with Colonel Seely' s declaration tliat the. veto and reconstatutaon were interdependent and tlhei bediel that Sir Edward Grey is preparing a sohemo for an elective second chamber which it is feared will give greater power to the Lords, is the mainspring of the two Radical deputations to -the Mniistry that have been alrcadv arranged with a view to mduchv Mr Asquith to drop the reconstruction proposals.. Newspapers emphasise the fact that the Lancashire ami Yorkshire Radicals, and Scottish Liberals, at a meeting, passed resolutions of coi:":dence in. the Government ; but that Sir Charles Dilkc's extreme Radical group has not adopted that course. , The Cabinet is sitting daily. The Irish Nationalists intend to press Mr Bonn-, the new Junior Lord of the Treasury, to pledge himself against House of Lords reform, or otherwise they will oppose his re-elec-tion, the Inisli vote being large at bt George' s, N Tower Hamlets . The Irish League of Britain has declared that it will not support the Government candidates at the. byelections unless prior to any legislation a guarantee is sought enabling the Louis' Veto Bill to become law in 1910.
