INTEGRITY OF THE NETHERLANDS.
REPORTED THREAT BY THE KAISER. [Pbess Association — CopraianT.j ' (Received Feb. 10, 9.5 p.m.) London, Feb. 10. The Hague "Debats" states that General Baron van Heeckeren, asked the Foreign Minister to take steps to guarantee the integrity of the Netherlands. He declared this was necessary, because a neighbouring sovereign intimated a few years ago that he would be obliged to occupy Dutch territory unless Holland defended herself against Britain. The Foreign Minister refused to reply unless General Heeckeren gave the name of the sovereign ihe referred to. The newspaper "Nieuwe Courant" states that General Heeckeren, at a secret sitting, informed the Foreign Minister that the Kaiser wrote to Queen Wilhelmina in 1904.
