WiUiaras, Eagleton, Widderstorm, and K. Beecham, had rendered their seats .vacant by reason, of exceeding the legal limitation in the matter of supplies to the Corporation. Hence the Council would be in the remarkable position of having ho Tquorum until the vacancies are filled by process of election. y
