AU the Conservatives, except three_ or four from Quebec, support Mr Borden, Leader of the Opposition, w preferring the presentation ot Dreadnoughts to a local navy. The dissentients, through Mr Monk, move an amendment for aplebiscite on the ground that the Bill alters Canada's relations with the Empire.
