Although Lord Kitchener's formal report will not be sent to the War Office and the Commonwealth Government until ih& New Zealand visit ia concluded, Ministers are becoming verbally acquainted with some of the visitor's more important conclusions. The opinion is gaining ground that Lord Kitchener will recommend a modification of the Military Board system of administration and a reversal to the general officer commanding system on the purely war side of the administration. He. is also likely to recommend the expenditure of an enormous sum in strengthening the whole defences of Northern Australia.
Lord Kitchener sails for Tasmania to-morrow.
